This publication traces the main stages of development of the Conference on Security and Cooperation in Europe from the "CSCE process" as means of communication of states in the Cold War years that helped to achieve several qualitative changes in the international environment in Europe to its new role as an instrument for enhancing stability and peaceful transformation in Eastern Europe after the break-up of the Communist system. Special attention has been given to the debate on the future of the CSCE that started in the beginning of the 1990s.
